Click the [Add Pages and Navigate your Site] button top right, then select News Article. This will open a form in which a new page can be added.
To pick a date in the future to make the page live, when you go to the blue 'Publish' button, there is a clock at the right hand end of the button. Click the clock. This will pop up a schedule menu. You may have a start and end, a start without an end or an end without a start. This is independent of the date you set in the page dialogue.

It is a little out of date, but is largely correct.
After setting up the page type [Basic Details] and [Edit Form], the main thing to remember at the end of configuring is to edit the page type [Output] and add the Composer Control block type for the Content block.
